If you have BimlStudio then it is simple to do, if you do not have BimlStudio and are using BimlExpress, then the answer is No

If I was looking to implement some sort of CI, is there anyway to automate the dtsx generation? Jon

This is simple to do with BimlStudio, unfortunately it is not possible with BimlExpress.
